During 1988, the Canadian Life and Health Insurance Association (CHLIA) conducted a feasibility study to examine the possibility of transmitting health claims electronically. This study concluded the concept was feasible but would best be addressed outside CHLIA.

At the same time, the Canadian Dental Association was conducting a parallel feasibility study. Both of these studies concluded that electronic claims submission was a concept who's time had come. During the summer of 1989, ACE and CDA embarked on a joint venture to select a network for dental claims. As a result of this activity, NDC Canada was chosen as network supplier for an initial four year term. In this role, NDC acts on ACE's behalf as our agent/supplier.

In parallel with dental projects, the Canadian Pharmaceutical Association (CPhA) was developing claims standards. As well, several of the ACE member companies were evaluating their options for electronic submission of pharmacy claims.

Through these independent evaluations, NDC was chosen for pharmacy networking as well and both of these activities were placed under the ACE umbrella.

During 1990 standards for the Dental and Pharmacy claims were defined. ACE played an active role in the development of these standards with both the CDA and CPhA. Finally, pilot projects were initiated for both Pharmacy and Dental claims.
